Cyprus parliamentary seat distribution rules and thresholds
The final composition of the Cypriot Parliament depends on the threshold for the third distribution of seats. Under current legislation, parties must secure at least 7.2% of the vote to participate in the final phase of seat allocation for remaining seats. Historically, four seats are available during this third distribution, as observed in the 2016 and 2021 elections. While DISY, AKEL, and DIKO participated in this phase in previous years, new parties such as ELAM, ALMA, and Amesi Dimokratia are also competing for this status. Eligibility for the third round depends on surplus votes rather than the party's overall national ranking. For instance, in 2021, DIKO secured two seats in this phase, while DISY and AKEL received one each. The final number of seats for leading parties will be heavily influenced by how many entities surpass the 7.2% threshold. Final seat totals are contingent on these remaining balances after the initial distribution phases.
