Cyprus parliamentary elections and the multi-stage proportional representation system
Cyprus holds elections to fill 56 seats in the House of Representatives for a five-year term. The process uses a complex multi-stage proportional representation system. Initially, seats are distributed at the constituency level based on local voting quotas determined by the number of valid votes divided by the seats per district. Remaining seats are redistributed at a national level by the Chief Returning Officer based on leftover party votes, with a potential third distribution phase if needed. To qualify for the third distribution, a party must secure at least 7.2 percent of the national vote. Voting takes place at local centers where ballots are counted on-site in the presence of election officials and party representatives. This system replaced previous majoritarian and reinforced proportional methods used until 1996 to address historical issues of political underrepresentation. The election process ensures that the composition of the new parliament aligns with the proportional support of political forces across the Republic.
