The ministry did not provide a specific deadline for the commencement of these operations. Russia claims these planned strikes are a direct response to a drone attack on a student dormitory last Friday. Conversely, the Ukrainian military denies responsibility for the dormitory strike, asserting that its forces targeted an elite drone command unit instead. There have been no reports of mass evacuations initiated by foreign embassies in response to this notice yet.
