EU reaches political agreement on new return regulation for third-country nationals
On June 1, 2026, the Council of the EU, the European Parliament, and the European Commission reached a provisional political agreement on a new Return Regulation. Negotiated under the Cypriot Presidency, represented by Deputy Minister of Migration and International Protection Nikolas Ioannides, the legislation aims to increase the efficiency of repatriating third-country nationals who lack legal stay in the EU. Key figures involved included European Commissioner for Migration Magnus Brunner and MEP Malik Azmani. The regulation introduces the 'European Return Order' to standardize the documentation of return decisions and imposes stricter obligations on individuals to cooperate with national authorities. Failure to comply may lead to reduced benefits or criminal penalties. A significant provision includes a legal framework allowing member states to establish return hubs in third countries, which may serve as final destinations or transit centers. Furthermore, the agreement addresses the return of individuals posing security risks. Member states currently maintain optional mutual recognition of return decisions, with a review planned after implementation.
