Governor of the Central Bank of Cyprus proposes a European safe asset
Christodoulos Patsalides, Governor of the Central Bank of Cyprus, published an analytical article regarding the issuance of a European safe asset. He argues that such assets, characterized by high liquidity and standardization, would act as a catalyst for deeper financial integration and innovation in the eurozone. The Governor suggests that these assets could provide the foundation for modern digital capital market infrastructures. Furthermore, he states that a codified form of debt would complement current Eurosystem initiatives in distributed ledger technology, specifically mentioning the Appia and Pontes projects. He also links this proposal to the Bank for International Settlements' Project Agora. Patsalides notes a shift in the policy debate, moving from viewing these assets solely as crisis management tools to seeing them as structural pillars for Europe's long-term economic model and strategic autonomy.
