Council of Europe reviews Turkey's compliance with ECHR ruling on Cyprus property
On June 11, 2026, the Committee of Ministers of the Council of Europe evaluated Turkey's compliance with the European Court of Human Rights (ECHR) ruling concerning the Fourth Interstate Application filed by the Republic of Cyprus. The committee specifically focused on the property rights aspect of the case. During the session, Turkey failed to persuade the committee that it had fulfilled its obligations regarding the judgment. The Cypriot Ministry of Foreign Affairs expressed satisfaction, noting that diplomatic efforts successfully prevented the closure of the monitoring process. Cyprus successfully advocated for the clarification of required measures, proposing the submission of an interpretive question to the ECHR. This proposal, first introduced in September 2024, resulted in a decision to prepare a draft resolution for referring the query to the court. Cyprus maintains that systematic coordination between the Ministry of Foreign Affairs and the Legal Service was key to this outcome.
