New EU customs duties for non-EU online purchases
Starting July 1, 2026, the European Union will implement a temporary customs duty of three euros per item on parcels valued at up to 150 euros imported from non-EU countries. According to the Cyprus Department of Customs, this measure applies to every distinct product type within a shipment, based on their 6-digit Taric or 10-digit Combined Nomenclature codes. This duty will be added to the taxable value used for VAT calculations, thereby increasing the final cost for consumers. The regulation aims to ensure a level playing field between EU-based businesses and competitors in third countries. Exemptions remain for non-commercial gifts sent between private individuals with a value of up to 45 euros, provided no payment is involved. Consumer organizations have criticized the move, arguing it serves to protect government revenue and local retailers rather than consumers. The policy applies uniformly across all EU member states and may also impact product return procedures.
