New regulations for learner motorcyclists effective from July 2026

The Department of Road Transport has announced new regulations regarding learner motorcycle licenses, which will take effect on July 1, 2026. Under these rules, riding on public roads is restricted to training purposes under the supervision of a licensed instructor who must be present on another vehicle of the same category. Driving is also permitted during official practical examinations or when operating an authorized vehicle for the Police, Fire Service, or National Guard. All learners must wear mandatory protective equipment as specified in Article 16 of the Driving License Law No. 94(I)/2001. Additionally, the validity period for all learner driver licenses will be capped at two years starting from July 1, 2026. The department has urged current permit holders to schedule their driving tests promptly to obtain a full license. These changes aim to standardize the training and licensing process for all new motorcycle riders.
