UN envoy explores new framework for Cyprus negotiations
United Nations Secretary-General's personal envoy, Maria Angela Holguin, is reportedly working on a new framework to facilitate the resumption of Cyprus negotiations. Reports suggest that a potential '5+1' meeting could take place this summer to explore a pathway for a settlement. The proposed approach deviates from traditional federal models, moving toward a more decentralized system within the European Union. This model seeks to bridge the gap between the Greek Cypriot preference for a bizonal, bicommunal federation and the Turkish Cypriot demand for sovereign equality. Under this plan, constituent states would hold broad powers, while the central government would manage limited functions like foreign policy and European representation. Discussions are also touching upon sensitive topics such as territorial adjustments, including potential developments in Varosha. The strategy aims to reduce institutional gridlock by utilizing flexible definitions that both sides might interpret in their favor, often referred to as creative ambiguity. The readiness of both sides to engage in this final negotiation phase remains to be determined.
