Israeli security services allege Hamas operates from Turkey
On June 22, 2026, the Israeli Ministry of Foreign Affairs and the Shin Bet security agency accused Hamas of using Turkey as a base for operational activities. Israeli authorities claim that a so-called West Bank Command is headquartered in Istanbul, tasked with directing attacks against Israel and supporting armed networks in the West Bank. According to Shin Bet, Zaher Jabarin leads these activities, while Ayman Abu Khalil oversees the military wing. Other named individuals allegedly based in Turkey include Ayman Sarawana, Mohammad Malah, Majed Jaaba, Walid Abu Nasar, and Salam Yaish. The Israeli report further mentions Mahmoud Radwan, who was released in a prisoner exchange in 2025 and is accused of coordinating West Bank networks from Turkey. Israel alleges these operatives recruit members and facilitate the transfer of funds and weapons. Shin Bet states it has thwarted dozens of attacks linked to these efforts over the past year. Turkish authorities have not provided an official response to these specific allegations at this time.
