Status report on the KtiZO housing program in Cyprus

The KtiZO program aims to manage the reconstruction and maintenance of 358 apartment buildings, with 43 deemed suitable for demolition and 70 requiring major maintenance. Two buildings are currently nearing completion. Progress has been delayed by the inability of beneficiaries to pay contributions ranging from €20,000 to €30,000, while the average contribution is cited as €350,000. The state has paid €4,344,790 in rental subsidies for displaced residents over three years, with a further €140,000 budgeted for 2026. Parliamentary members noted that total rental expenditures may eventually exceed the total contributions collected from beneficiaries, which are estimated at €6 million. Some residents remain in buildings scheduled for evacuation, further increasing state rental costs.
