Cyprus cabinet approves implementation of new disability support benefits
The Cyprus Council of Ministers has approved the gradual implementation of the 2026 Social Participation, Inclusion, and Independent Living Act for persons with disabilities, which was passed by Parliament in April 2026. Deputy Minister of Social Welfare Clea Papaellina announced that five initial support measures will take effect, backed by an additional budget of approximately 104 million euros. Starting from the publication date of the official notice, vehicle purchase subsidies will increase by 50% and travel allowances by 33%, with the latter applied retroactively from January 1, 2026. Furthermore, eligibility for these programs has been expanded to include children under 18 and specific age groups up to 77. From August 1, 2026, a new personal assistance and home care benefit will be introduced, decoupled from income and asset criteria, while existing benefits receive a 10% increase. Subsequent phases include the implementation of day center participation benefits in September and supportive supplies allowances in October. While the government emphasizes modernization, some disability advocacy groups have expressed dissatisfaction, requesting higher overall benefit levels.
