During this time, Turkish Cypriots, reportedly under the guidance of the TMT organization and the Turkish Special Warfare Department, established autonomous enclaves. Sources claim that these groups withdrew from the Republic of Cyprus structures, restricted access to state authorities, and implemented self-governance policies. Conversely, the government of the Republic of Cyprus imposed an embargo on these enclaves to compel capitulation.
