Parliament unanimously approves new leave regulations for civil servants
On Thursday, the plenary session of the Parliament unanimously approved new regulations concerning leave for civil servants. These amendments ensure that prior service for indefinite-term employees, as well as staff transferred from other state agencies, security forces, the armed forces, public education, or legal entities under public law, is recognized for the purpose of calculating annual leave entitlement. The primary goal is to allow these employees to maintain the leave days they were entitled to under their previous employment status and to ensure their years of service count toward future leave escalations. Furthermore, the regulations apply to hourly-paid government staff and hourly-paid personnel of public legal entities transitioning into civil service positions. In these cases, the most favorable leave status is maintained until the employee qualifies for the next scale through their service in the new position. These regulatory changes are applied retroactively, effective from January 1, 2018. This framework aims to standardize the leave licensing process across the public sector.
