Cyprus implements new disability welfare reform for 2026-2028

The Republic of Cyprus has initiated new legislation concerning the social participation, inclusion, and independent living of individuals with disabilities. Announced by Deputy Minister of Social Welfare Klea Papaellina, the reform officially began following a Council of Ministers decision on July 2, 2026. The policy guarantees the retention of all existing welfare benefits while introducing increases for all monthly disability allowances. A total of 5,000 new beneficiaries are expected to be added to the program by 2028, with the ultimate goal of covering 12,000 additional individuals. The government has approved a total of €106 million in additional funding for the 2026-2028 period. This budget is allocated as €26 million for 2026, €35 million for 2027, and €45 million for 2028. The reform aims to modernize the state's approach to disability through a new social agreement.
