Eurostat report on residential energy efficiency improvements in 2025
According to 2025 Eurostat data, 23.9% of the EU population lived in homes with energy efficiency upgrades performed within the last five years. Cyprus recorded a rate of 28%, surpassing the European average. Among member states, the Netherlands led with 60.5%, while Italy reported the lowest rate at 2.6%, followed by Malta at 7.8% and Greece at 9.5%. The data highlights a notable socio-economic disparity across the EU, as individuals at risk of poverty or social exclusion were less likely to reside in upgraded housing. In Cyprus, the gap was significant, with only 16.7% of at-risk individuals living in improved homes compared to 30.3% of those not at risk. The EU-wide average difference was smaller, at 17.4% for at-risk individuals versus 25.6% for others. These statistics underscore persistent inequalities in accessing energy-efficient residential infrastructure across different member states.
