Energy efficiency upgrades in Cyprus show significant gap between houses and apartments

According to 2025 Eurostat data, 28% of residents in Cyprus reported energy efficiency upgrades to their homes over the last five years, exceeding the EU average of 23.9%. A significant disparity exists based on housing type: 33.6% of residents in standalone houses reported upgrades compared to only 10.3% of those living in flats. This 23.3 percentage point gap is among the highest in the EU, highlighting challenges in multi-owner apartment blocks such as decision-making, shared space management, and costs. At the EU level, 30.5% of house residents and 16.6% of flat residents reported similar improvements. The Netherlands leads Europe with 68.3% of houses and 33.4% of flats upgraded. Conversely, Greece reported lower rates of 11.4% for houses and 8.3% for flats, while Italy recorded the EU's lowest rate at 2.6% for all property types.
