VivaBank wins tender for Cyprus public sector payment services

Cyprus has awarded the contract for public sector electronic transaction processing to VivaBank following a four-year procurement process. The tender, titled “Provision of Electronic Transaction Processing Services for the Public Sector,” was initiated on January 7, 2022. This transition ends the tenure of JCC Payment Systems Ltd, which had managed government digital payments since 2010. The selection process involved 40 rounds and multiple legal challenges before the Tenders Review Authority. The final legal hurdle was cleared on July 15, 2026, when the Authority dismissed the latest appeal by JCC. VivaBank’s winning bid comprised two parts, valued at €3,921,273 and €172,942 respectively. The system facilitates various payments including taxes, vehicle licenses, social insurance, traffic fines, and municipal charges such as water and sewage fees.
