New EU regulation bans destruction of unsold apparel and footwear

As of July 19, 2026, a new European Union regulation prohibits large companies from destroying unsold clothing, shoes, and accessories. Methods previously considered standard, such as incineration, burial, shredding, and even recycling, are now classified as destruction. Former member of the Cyprus Parliament Charalampos Theopemptou explained that the measure aims to prevent the massive waste of water, energy, and raw materials used in production. Under the new rules, companies must prioritize managing production levels, offering goods at discounts, or donating them to social economy entities. Before claiming that products cannot be sold or donated, companies must offer them to at least three social entities within the EU for a minimum of eight weeks. Shredding materials for insulation or filling is now prohibited as it defeats the product's primary purpose of being worn. The mandate currently applies primarily to large enterprises, with the goal of fostering a more sustainable circular economy.
