President Nikos Christodoulides and Greek Prime Minister Kyriakos Mitsotakis met in Athens on July 25 to coordinate strategy ahead of UN Secretary-General António Guterres’ upcoming visit to Cyprus, scheduled for July 27–29. During the discussions, both leaders reaffirmed their commitment to resuming settlement negotiations within the framework of UN Security Council resolutions, aiming for a bizonal, bicommunal federation with political equality. Christodoulides has emphasized that his government rejects any settlement proposals that fall outside this established international mandate.

In preparation for the Secretary-General's arrival, the Cypriot National Council has expressed support for the diplomatic efforts to restart talks. The EU has also increased its involvement with the appointment of Raffaele Fitto as a special envoy for the Cyprus problem. While some reports suggest Guterres may be seeking a "Guterres plus" framework to move beyond the 2017 Crans-Montana deadlock, official government spokespeople have maintained that the primary goal remains the resumption of substantive negotiations based on sovereignty, one citizenship, and one international personality. UN Personal Envoy María Ángela Holguín is expected to meet with President Christodoulides on Monday to further prepare the groundwork for Guterres’ mission.
