Ioannou noted that the local government reform, which has now been in effect for two years, is designed to create more powerful and effective local bodies capable of addressing the specific needs of citizens. The government remains committed to this reform to ensure that its benefits are clearly felt in daily life. Addressing the history of Kellia, the minister recalled that the community sheltered refugees from 34 occupied villages following the 1974 Turkish invasion, praising residents for balancing the preservation of their traditional character with modern development. He also commended the AEK Kellia association for its ongoing contributions to local sports, culture, and social development.
