Persistent friction is emerging within the Cypriot General Healthcare System (GeSY) as a direct consequence of strict monthly referral quotas imposed by the Health Insurance Organization (HIO). These quality-based criteria, intended to regulate costs, limit the number of referrals personal doctors can issue to specialists. Reports indicate that doctors frequently reach these caps, leading them to delay necessary medical referrals until the following month, which creates significant access barriers for patients.

To manage the resulting pressure from demanding patients, an increasing number of doctors have resorted to unilaterally removing beneficiaries from their lists. According to the Federation of Associations of Patients (OSAK), patients are often not notified of their removal, discovering only when they attempt to request a referral that they are no longer registered with their chosen doctor. This trend has created a volatile climate of daily disputes and reduced access to care, with some practitioners justifying these actions by citing allegedly improper behavior from their patients.
