Tensions rise as Cyprus education ministry advances teacher reforms

Education unions in Cyprus, including POED, OELMEK, and OLTEK, are currently in conflict with the Ministry of Education, Sports and Youth (YPAN) regarding the implementation of a new formative assessment system scheduled for the 2026-2027 school year. The unions contend that essential prerequisites are not yet met and have protested the unilateral manner in which Ministry official Marios Panagidis is managing the process. Despite union opposition, the Ministry has confirmed that the timeline for the reform will remain unchanged, beginning this September.

Separately, the Ministry has introduced a working proposal to modernize the teacher recruitment system to be implemented by September 1, 2027, following the abolition of existing appointment lists. Minister Athena Michaelidou stated that the proposal aims to correct long-standing irregularities while ensuring meritocracy through a new ranking system that accounts for previous teaching experience. Unions are currently reviewing the document, with the Ministry aiming to secure a final agreement for submission to the Parliament by October 2026. The consultation process for this recruitment reform is ongoing through September.
