Tensions rise in Cyprus over teacher assessment and recruitment reforms

Educational organizations in Cyprus, including POED, OELMEK, and OLTEK, are currently in conflict with the Ministry of Education, Sports and Youth (YPAN) regarding two major systemic shifts. First, unions are opposing the implementation of a new formative assessment system scheduled for September 2026, arguing that essential prerequisites are lacking. Despite their demands for a suspension, Minister Marios Panagidis confirmed that the legal framework will proceed as planned, though a new deadline for feedback has been extended.

Simultaneously, the Ministry has introduced a working proposal to modernize teacher recruitment, aiming to transition away from the current registry system by September 1, 2027. Minister Athena Michaelidou stated that this reform intends to correct long-standing issues by implementing a new ranking system based on written examinations and credits for prior service. The government aims to reach a consensus with unions by late September 2026, with the objective of submitting final legislation to Parliament in October. Education unions are currently reviewing the document, with OELMEK president Konstantinos Konstantinou expressing significant concerns regarding potential adverse effects on staff.
