Tensions rise over teacher assessment and recruitment reforms in Cyprus

Educational unions in Cyprus, including POED, OELMEK, and OLTEK, have expressed strong opposition to the Ministry of Education's plan to implement a new formative teacher assessment system starting in September 2026. During a meeting of the Monitoring Committee, led by General Director Marios Panagidis, union representatives argued that essential conditions and infrastructure, such as the appointment of senior educators and inspectors, are not yet in place. The unions have characterized the Ministry's insistence on proceeding without addressing these deficiencies as disrespectful and claim the consultation process was unilaterally halted. Panagidis has maintained that the assessment system is now legally binding and will move forward as planned, with unions required to submit their formal positions by August 14.

In a separate move aimed at long-term institutional efficiency, the Ministry of Education has initiated a dialogue to modernize teacher recruitment. Minister Athena Michaelidou announced that the government intends to reform the system ahead of the September 1, 2027, expiration of the current 'List of Appointable Teachers.' The proposed updates include ending complex statistical processing of written exam results and removing the minimum pass mark, aiming to ensure sufficient staffing across all school disciplines while maintaining meritocracy and transparency.
