Audit report reveals administrative and financial weaknesses at the Cyprus State Scholarship Foundation

A special report published on July 29, 2026, by the Audit Office of the Republic of Cyprus details significant operational and fiscal shortcomings at the Cyprus State Scholarship Foundation (IKYK) covering the period from 2019 to 2024. The audit highlights a lack of internal control mechanisms, procedural deviations, and errors in the application scoring system that affected beneficiary selection.

A central finding involves the Foundation's Board of Directors, which authorized the expansion of the 'Aristeia' scholarship program for the 2023-2024 academic year without securing the necessary budgetary allocations. This decision created unforeseen financial obligations for 344 additional beneficiaries, ultimately requiring a supplementary state budget of 1.7 million euros to cover the costs. The Audit Office emphasized that the Foundation was not contractually obligated to grant these scholarships when funds were insufficient, criticizing the lack of fiscal discipline.

The report underscores that while the Foundation fulfills a critical social function, its administrative governance requires immediate reform to ensure transparency and equal treatment of applicants. The audit includes a series of recommendations aimed at improving the Foundation's internal assessment systems and ensuring strict compliance with legislative and financial frameworks in the future.
