Cyprus launches Nestor plan to improve emergency traffic management

Following a major traffic gridlock on the Nicosia-Limassol highway that trapped thousands of vehicles and caused delays exceeding seven hours, the government of Cyprus has officially launched the 'Nestor' national response plan. Minister of Justice Costas Fitiris announced the initiative to rectify the lack of coordination between emergency services that previously hampered incident management.

The Nestor plan centralizes command under the police, who will oversee all operations at the scene of major traffic incidents. While the police will manage traffic flow and diversions, other agencies retain their specific duties: the fire service will handle technical rescue, road authorities will perform cleanup and restoration, and the civil defense will be responsible for public communications. This multi-agency framework aims to eliminate the operational silos identified in the recent investigation, ensuring that all services, including ambulances, road transport departments, district administrations, and private contractors, function as a unified team.

The implementation of this structure is intended to prevent the recurrence of the chaotic gridlock conditions experienced on the primary highway network. By establishing clear roles and a single chain of command, authorities expect significantly faster recovery times and better public notification during future emergencies.
