Massive migration crisis in Spanish enclave of Ceuta

Beginning on July 30, 2026, the Spanish enclave of Ceuta in North Africa faced an unprecedented migration crisis as approximately 60,000 individuals crossed from Morocco. The surge was largely organized through social media platforms like WhatsApp and Instagram, using the code phrase "Pásalo." Spanish Prime Minister Pedro Sanchez characterized the event as an attack on Spain’s territorial integrity, fueled by human smuggling networks misinterpreting judicial rulings on border returns.

At least 57 people have lost their lives during the chaotic entry attempts, with many drowning or being trampled. In response, the Spanish government deployed military forces to secure the border, while local authorities described the situation as a humanitarian and operational emergency. By July 31, over 48,300 migrants had returned voluntarily to Morocco.

European leaders and the European Union have reacted sharply, with the Irish presidency activating the Integrated Political Crisis Response (IPCR) mechanism to coordinate a bloc-wide response. Italy suspended parts of the Schengen agreement for travelers from Spain, and France tripled police presence at its border with Spain. A meeting of EU ambassadors is scheduled for Monday to address the long-term implications for border policies and diplomatic relations with Morocco.
