Health insurance organization fines doctors for documentation failures

In June 2026, the Health Insurance Organization (HIO) of Cyprus imposed administrative fines on two specialist doctors participating in the GESS system due to inadequate clinical documentation and failure to justify medical procedures within the digital information system.

The HIO levied a €1,000 fine on June 18 against an orthopedist who repeatedly failed to record medical activities, often entering only a single word into the system fields to bypass validation requirements. This practice left medical procedures, referrals, and prescriptions without sufficient clinical justification. On June 11, a nephrologist was fined €500 because the medical activities claimed for payment were not supported by the documentation uploaded to the HIO system.

These enforcement actions follow routine audits conducted by the HIO to ensure that services billed to the public healthcare system are necessary and properly documented. The organization noted that the identified deficiencies made it impossible to verify the medical necessity of the treatments and diagnostic referrals provided by these practitioners. As part of ongoing oversight, the HIO continues to review electronic records to maintain the integrity of the national healthcare system and prevent unauthorized or poorly documented billings.
