Local government reform in Cyprus faces funding crisis and public criticism

Two years after the implementation of local government reform in Cyprus, significant tensions have emerged between the central government and municipal authorities. Municipalities, supported by the Union of Municipalities, argue that the current state grant is insufficient to cover the services promised under the reform, leading to a three-hour protest by local leaders. The government, however, maintains that the proposed funding remains adequate to support the new administrative structures.

Financial data indicates a shift in the fiscal burden, with state grants now covering 38% of municipal budgets—in some cases exceeding 60%—compared to approximately 29% before the reform. Critics point out that this financial dependency, paired with increased municipal taxes, has shifted costs onto both taxpayers and citizens.
