UN Secretary-General visits Cyprus to revitalize stalled peace talks

United Nations Secretary-General Antonio Guterres visited Cyprus in early August 2026 to address the ongoing stalemate in the island's peace negotiations. Returning from a trip to Syria, Guterres aimed to reaffirm the UN's commitment to the process while emphasizing that any future "5+1" informal meeting must be preceded by rigorous preparation regarding methodology, substance, and confidence-building measures (CBMs). He stressed that future discussions must build upon existing convergences established during previous negotiations, notably those from the 2017 Crans-Montana conference.

The visit revealed ongoing diplomatic friction between the involved parties. The Greek Cypriot side advocates for restarting negotiations from the point where they ceased in 2017, upholding the Guterres Framework and established convergences. Conversely, the Turkish Cypriot side emphasizes the necessity of CBMs and a clearly defined process with specific timelines. Although the government suggested that CBMs are not a formal prerequisite for a new summit, UN officials maintained that such groundwork is essential to prevent the failure of previous attempts. Despite the Secretary-General's active engagement and the continued efforts of envoy Maria Angela Holguin, the visit did not result in immediate breakthroughs, such as the opening of new crossing points.

The international effort remains focused on creating conditions for a successful "5+1" meeting. The UN insists that stakeholders must avoid unproductive gatherings, stressing that the involvement of guarantor powers and civil society is vital for a sustainable solution.
