Cyprus municipalities hold three-hour strike over state funding dispute

On Monday, August 3, 2026, all 20 municipalities in Cyprus are conducting a three-hour work stoppage from 09:00 to 12:00 to protest what they describe as inadequate state funding. The protest, organized by the Union of Cyprus Municipalities, led by Andreas Vyras, follows the rejection of a last-minute government proposal intended to avert the mobilization.

The Ministry of Interior, led by Constantinos Ioannou, had offered an updated package raising the state subsidy to approximately 156 million euros for 2027, up from a previous offer of 148 million euros. This included adjustments to the calculation formula, 12 million euros for lost licensing revenue, and 15 million euros for road maintenance. However, the Union of Municipalities insists this increase fails to account for inflationary pressures and administrative burdens, demanding an additional 11.5 million euros to ensure the viability of local government reforms.

Municipal leaders argue that their current subsidy of 117 million euros represents the lowest percentage of GDP in the European Union. They contend that the central government has transferred significant responsibilities and debts to the new municipalities without providing sufficient resources. Consequently, municipal offices, including registries and accounting departments, remain closed to the public during the protest, leaving municipalities to choose between service reductions or tax increases.
