New policy framework launched for adults with disabilities in Cyprus

On August 4, 2026, President Nikos Christodoulides presented a new national policy framework and action plan at the Presidential Palace in Nicosia, aimed at improving vocational training, employment, and care for individuals with disabilities over the age of 22. This initiative addresses a long-standing structural gap where many graduates of special education were left without access to further education, employment, or day centers. The policy, approved by the Council of Ministers, seeks to ensure that these individuals can lead active lives within their communities.

The framework introduces three equal pathways beginning in September 2026: continued learning through inclusive vocational programs at post-secondary institutes (MIEEK), supported employment in the open labor market, and upgraded creative activity programs at day centers. Key support measures include increasing subsidies for social enterprises from €10,000 to €25,000 for specific hires, with tax-free investments up to €150,000 until 2030. Deputy Minister of Social Welfare Clea Papaellina stated the plan encompasses 30 specific actions. The government currently supports approximately 460 people through existing employment programs and intends to provide personalized transition plans for every student approaching the age of 22.
