Cyprus launches competitive tender to modernize the state lottery

The Cypriot Ministry of Finance has officially launched a competitive tender for the appointment of an experienced independent consultant to modernize the state lottery. With a history spanning 65 years, the institution is currently undergoing its most critical transition, as the government seeks to overhaul its operational model. The contract, valued at approximately €1.23 million excluding VAT, is being managed by the Treasury of the Republic under reference number G.L.19/2026.

The chosen consultant will be responsible for a comprehensive restructuring process, including analyzing performance, drafting a new business plan, and establishing a revised legal framework. The scope of work also covers supporting the government through future procurement stages until the final implementation and testing of new systems. This contract is set for a six-year duration and is covered by the Government Procurement Agreement (GPA), though it does not involve EU funding.

The selection process will be conducted in two stages through a restricted procedure, with a minimum of five candidates invited to participate in the final phase. This initiative marks a significant move to revive the state lottery, which has been underperforming for several years under the management of the Treasury.
