Uncertainty surrounds 2026 Cyprus public service entrance exams

The schedule and methodology for the 2026 entrance examinations for the Cypriot public service remain highly uncertain. Although the Ministry of Finance introduced a reform bill in April 2026 proposing a new hiring model, the Parliamentary Committee has not yet begun discussions on the legislation, leaving the process effectively stalled.

Opposition party AKEL has suggested that if the new legislative framework cannot be implemented in time, the 2026 exams should proceed under the existing system to avoid delays in hiring, with reforms postponed until 2027. However, the Public Service Commission and the Examination Service have expressed doubt regarding whether sufficient time remains to prepare the necessary materials even if the current system is retained. Neither the Ministry of Finance nor the Commission can currently guarantee that the annual exams, typically held in the last quarter of the year, will occur as planned.

The future of the recruitment process now depends entirely on parliamentary action. Stakeholders are concerned that the lack of a clear legislative direction prevents the timely organization of examination procedures, potentially impacting thousands of applicants.
