Former Russian Central Bank official Yury Isaev placed on federal wanted list

Yury Isaev, the former deputy governor of the Central Bank of Russia and former head of the Deposit Insurance Agency (ASV), has been placed on a federal wanted list by Russian authorities. He faces allegations of embezzling 4.3 billion roubles, a charge that has not yet been tested in court. According to investigators, Isaev and his associates allegedly transferred assets from the bankrupt MezhTopEnergoBank to affiliated companies at prices significantly below market value. These assets were subsequently leased or utilized at commercial rates, allegedly causing substantial financial losses.

The events are tied to Isaev’s tenure at the ASV. Reports indicate that he left the Central Bank in 2022 and subsequently departed Russia. While some Russian media outlets claim he is currently residing in Cyprus, there has been no official confirmation from Cypriot authorities regarding his location. As the next step in the legal process, authorities are expected to seek his arrest in absentia, a mandatory prerequisite for issuing an international search warrant.
