Cyprus state sector employment statistics and recent hiring trends

As of July 2026, the number of state employees in Cyprus reached 53,747, representing an increase of 300 individuals or 0.6% compared to July 2025. Data from the Statistical Service shows that while employment in the Educational Service grew by 2.6% and security forces saw a 0.7% increase, the broader Public Service experienced a 1.0% decline. The number of indefinite-term contract employees rose by 1.7%, reaching 9,509, with a notable 25.7% surge in the educational sector.

Between June 1 and August 10, 2026, the Public Service Commission (PSC) processed approximately 700 new appointments. This surge, including 396 hires in the first week of August, has raised questions regarding budgetary discipline. PSC Chairman Giorgos Papageorgiou explained that many of these are entry-level positions (scale A2-5-7). Some candidates have rejected these offers due to the low pay scale compared to their scientific qualifications, forcing the commission to cancel parts of the appointment process. Many positions are expected to remain vacant as authorities continue to balance administrative needs with fiscal constraints.
