ALMA movement proposes legislation for independent clinical investigations in Cyprus

On August 11, 2026, the political movement ALMA submitted a legislative proposal to the Parliament of Cyprus aimed at establishing a mandatory, independent mechanism for investigating serious patient safety incidents. This initiative was spurred by the case of a four-year-old boy named Marios, who suffered severe brain damage during medical care. The proposal seeks to fill a critical gap in the current healthcare system, where clinical investigation is often absent when an incident does not result in death, leaving families with only costly and lengthy legal alternatives.

The proposed law mandates that the National Center for Clinical Documentation and Quality of Health Services may launch investigations into public or private facilities without requiring the provider's consent. Under this framework, healthcare providers would be obligated to cooperate and surrender necessary documentation. Crucially, the bill ensures that a clinical investigation can proceed simultaneously with any ongoing criminal or disciplinary proceedings, preventing one from obstructing the other.

The proposal is scheduled for formal submission during the first plenary session of Parliament after the summer recess. ALMA advocates that this mechanism is essential to identify systemic failures and implement necessary changes to prevent the recurrence of such tragic events in the future.
