Syria and Russia reach agreement on future of military bases

Syria and Russia have finalized a memorandum of understanding regarding the status of the Hmeimim air base and the Tartous naval facility after 18 months of negotiations. The agreement, which follows the 2024 overthrow of former Syrian president Bashar al-Assad, stipulates that Syria will assume management of civilian-use components, specifically Hmeimim Airport and the fourth commercial berth at the port of Tartous, integrating them into the national civilian administration.

Military facilities currently located at these sites will be redefined as joint training and qualification centers. While the agreement confirms that Russian military personnel will remain at these sites, the precise number of troops has not been disclosed. The transition is mandated to be completed within a three-month timeframe. Additionally, Moscow intends to reopen its Russian House, signaling a continued, albeit restructured, bilateral presence.

These facilities served as Russia's primary military installations in Syria for years. The current transition follows significant regional instability that led to the flight of the previous administration. Both nations state the new arrangements are designed to safeguard mutual interests under updated administrative frameworks.
