European Union implements new packaging and PFAS regulations

Starting August 12, 2026, the European Union has implemented new regulations regarding packaging and packaging waste, known as the PPWR. A primary focus of this legislation is the introduction of strict maximum limits for PFAS, or 'forever chemicals,' commonly used in pizza boxes, takeout containers, and bakery paper to prevent moisture and grease penetration. Manufacturers must now provide data to trace the origin of packaging for safety purposes. These substances are linked to various health risks, including cancer, kidney disease, and developmental issues.

The PPWR also aims to curb the significant rise in packaging waste, which has increased by over 20% in the last decade. The regulation sets mandatory targets to reduce total waste by 5% by 2030, 10% by 2035, and 15% by 2040 compared to 2018 levels. Additionally, all packaging placed on the market must be fully recyclable by 2030. The new rules also clarify the disposal of items like single-use coffee capsules, which contain both synthetic materials and organic coffee grounds, aiming to resolve previous ambiguity regarding their waste classification.
