Cyprus prepares for imminent pension reform bill unveiling
The Cypriot Minister of Labor is expected to present the long-awaited pension reform bill this coming Wednesday during the Labor Advisory Body meeting. Despite the Minister’s goal to submit the final legislation to Parliament by September 20, with the objective of implementing the reforms by January 1, 2027, the timeline has faced significant delays, missing initial deadlines in June and July. Social partners, including labor unions, expressed concerns that receiving the text only shortly before the meeting leaves them insufficient time for a substantive review.
Union leaders, including SEK Secretary General Andreas Matsas and PEO General Secretary Sotiroula Charalambous, have identified key priorities for the reform. These include ensuring substantial pension increases, establishing a fair and holistic resolution to the controversial 12% penalty on early retirements for both current and future pensioners, and addressing concerns regarding survivor pensions. Furthermore, a technical subcommittee is scheduled to reconvene on September 1 to discuss issues related to welfare funds, marking an ongoing process of consultation. The stakeholders emphasized that their support will depend on whether the final proposal provides a decent basic pension for all citizens and addresses existing structural inequalities.
