Delays in implementing Cyprus's new recreational craft legislation
Six months after the Cypriot Parliament passed the Recreational Navigation Law in February 2026, the legislation remains unimplemented. The issue has gained urgency following a recent accident in the Protaras sea area that left two people seriously injured. Kyriakos Aliouris, Deputy Director of the Shipping Deputy Ministry, stated that the ministry aims to implement the law as soon as possible, with preliminary work on procedures and forms scheduled to begin this September. The implementation will be phased due to the law's complex requirements.
Opposition criticism has emerged regarding the legislative process. DISY parliamentary representative Dimitris Dimitriou argued that the delay stems from poor handling by Parliament, specifically the failure to include a clear implementation timeline in the text. Furthermore, he noted that the bill was presented without prior public consultation, complicating the current efforts to finalize the regulatory framework. Authorities are now tasked with coordinating between various services to transition into the new legal regime, though no fixed date for full enforcement has been provided.
