Cyprus pension system reform proposals discussed with stakeholders
The Cypriot Ministry of Labor has unveiled two proposed scenarios for the low-pensioner allowance as part of the broader national pension reform. Labor Minister Marinos Mousiouttas confirmed that these proposals, which include raising income thresholds to 900 euros for single-pensioner households and 1,350 euros for two-pensioner households, were submitted to social partners for review. The reforms aim to ensure that total benefit amounts are not lower than current levels, with a strict implementation deadline of January 1, 2027. The government intends to present the first pillar of the legislative bill to the House of Representatives by September to initiate formal discussions.
Controversy remains regarding the actuarial reduction, often referred to as the 12% penalty. EKYSY General Secretary Eftychios Papamichael expressed dissatisfaction, noting that the proposed reduction of the penalty to 7.5% applies only to the basic portion of the pension rather than the total amount, limiting the actual financial relief for retirees. Furthermore, stakeholders argue that the projected benefit increases are spread over a five-year period, falling short of the expectations of low-income pensioners who are currently facing significant economic pressure. The government continues to negotiate with social partners as the legislative process advances.
