Cyprus teacher unions challenge ministry's proposed appointment system

Teacher unions in Cyprus, specifically POED, OELMEK, and OLTEK, are coordinating their response to the Ministry of Education's proposed educator appointment system. Following a meeting on August 25, 2026, the unions declared that the current proposal by Minister Athena Michaelidou is unacceptable in its present form. They identified critical issues regarding the proposed registry system and the unified list of candidates, demanding further clarifications and modifications to prevent the victimization of current educators, including those currently serving as replacements.

The organizations firmly oppose the potential requirement for additional examinations to secure permanent status for those on the proposed closed registry, arguing that this would undermine the recognition of existing teaching experience. The context of these discussions is the expiration of the current transitional appointment regime and the list of appointees on August 31, 2027, under 2015 legislation.

Moving forward, the three unions have scheduled individual meetings with Minister Athena Michaelidou to present their collective concerns. OELMEK will meet with the Minister on August 27, followed by POED on August 31, and OLTEK on September 1, as they push for a framework that ensures equitable treatment and effective staffing of public schools beyond 2027.
