UN proposes mechanism to facilitate fertilizer shipments through the Strait of Hormuz

United Nations Secretary-General Antonio Guterres has proposed the establishment of a UN-led mechanism to facilitate the transit of fertilizers and related products through the Strait of Hormuz. Addressing a press conference in New York, Guterres noted that the initiative, which began its planning phases in March, aims to reduce immediate risks, ensure more predictable shipping, and foster diplomatic trust amidst a virtual paralysis of traffic in the strategic waterway.

The proposal includes a monitoring and verification system for vessels and a pilot incident prevention mechanism to be operated by Oman. Guterres emphasized that this initiative will not alter the rights or obligations of member states under international law nor act as a clearance authority for passage. Meanwhile, regional tensions remain elevated, with Tehran planning to impose fees on passing vessels—a move rejected by the U.S. and regional allies. U.S. President Donald Trump has asserted that Washington retains total control over the Strait, characterizing the area as future U.S. territory following the recent conflict.
