Cyprus prepares for implementation of new EU driving licence directive

Cypriot authorities, led by the Department of Road Transport (DRT), have commenced preparations to align national legislation with the latest European Union Driving Licence Directive. This comprehensive update aims to modernize road transport regulations across all member states by introducing a digital-first approach to driver identification and stricter safety measures for new motorists.

The directive mandates the introduction of digital driving licences stored within the EU Digital Identity Wallet, facilitating easier renewals and cross-border exchanges. Despite this shift to mobile technology, physical driving cards will remain available upon request. Furthermore, the legislation introduces a mandatory two-year probationary period for novice drivers, characterized by stricter sanctions, and establishes an EU-wide accompanied driving scheme for 17-year-olds in category B vehicles. Standardized medical self-assessments are also being integrated into the process.

The DRT confirmed that implementation will require close collaboration with the Deputy Ministry of Research, Innovation and Digital Policy to integrate the necessary digital infrastructure. The transition seeks to streamline administrative tasks for both citizens and state authorities while ensuring that digital and physical licences remain mutually recognized across the European Union.
