Union of Municipalities warns of delays in 'Pay as You Throw' implementation

The Union of Municipalities in Cyprus has reiterated that the government's target date of January 1, 2027, for the nationwide implementation of the 'Pay As You Throw' waste management system is unattainable. Andreas Vyras, President of the Union, emphasized that significant technical and operational hurdles remain, particularly outside of urban centers, which must be resolved before the program can be rolled out effectively.

Key issues identified include the lack of necessary infrastructure for citizens to sort organic waste, which Vyras warns will prevent any meaningful reduction in landfill volumes. Furthermore, questions have been raised regarding the capacity of Green Dot to manage the increased volume of recyclables, as well as the availability of trained inspectors to enforce compliance with the new regulations. A meeting is scheduled for next week between a delegation from the Union of Municipalities and Costas Constantinou, Director General of the Ministry of Agriculture, to address these outstanding concerns and establish a realistic timeline.

The ongoing dialogue aims to reconcile the government’s ambitious schedule with the logistical realities faced by local authorities. The upcoming discussions will be critical in determining whether the deadline will be adjusted or if additional resources will be allocated to bridge the gap in implementation readiness.
