Cyprus municipalities oppose 2027 'pay as you throw' waste scheme rollout

The Union of Cyprus Municipalities has voiced strong opposition to the government's plan to implement a nationwide 'pay as you throw' waste management system by January 1, 2027. Larnaca mayor and union president Andreas Vyras stated that local authorities may refuse to enforce the scheme unless the government addresses critical issues regarding funding, logistics, and necessary infrastructure. Municipalities argue that the policy was announced unilaterally without substantive prior consultation.

The 'pay as you throw' initiative, which aims to reduce landfill waste by charging residents based on the volume of unsorted refuse, has already faced two missed implementation deadlines due to poor planning. Local leaders fear that the lack of preparation—including the absence of adequate organic waste processing facilities and equipment—will ultimately lead to higher costs for households. The government is currently under significant pressure from the European Union to meet these environmental targets, as previous administrations have struggled to comply with EU standards for recycling and landfill management over the last decade.

Moving forward, the dispute highlights a deep rift between the state and local government. Municipalities are demanding specific guidance on costs, state grants, and licensing of the packaging waste system before they agree to proceed with the rollout, leaving the 2027 deadline in jeopardy.
