Cyprus planning amnesty applications stalled by bureaucracy

One year after the official conclusion of the government’s planning amnesty scheme on June 23, 2025, a significant portion of applications remains trapped in administrative bottlenecks. The initiative was designed to legalize minor planning violations and unauthorized building additions completed before September 13, 2024, enabling property owners to obtain clear title deeds while generating revenue for social housing programs.

Out of 2,638 total applications submitted island-wide, 1,791 remain pending, accounting for nearly 48% of the total. Residential units make up the majority of requests at 2,495 (88%), followed by commercial, office, and entertainment properties. The Nicosia District Local Governance Organisation (EOA) reported the highest volume of submissions, totaling 979 applications. The pending files largely involve increased building density, unauthorized pergolas, covered verandas, and non-compliance with boundary distances or height restrictions.

The inability of local authorities to process these requests has prevented thousands of owners from securing their property rights, leaving the social housing funding goals of the project currently unfulfilled.
