CIA Director Ratcliffe proposes trilateral summit to end Ukraine war

During a secret visit to Moscow last Tuesday, CIA Director John Ratcliffe proposed a trilateral summit between U.S. President Donald Trump, Russian President Vladimir Putin, and Ukrainian President Volodymyr Zelensky. The initiative aims to facilitate a negotiated end to the ongoing conflict in Ukraine, marking the first time Ratcliffe has directly engaged in such diplomatic efforts. While in Moscow, Ratcliffe met with the heads of Russian intelligence services, SVR Director Sergey Naryshkin and FSB Director Alexander Bortnikov, to determine if they could influence Putin to resume peace talks mediated by the United States.

U.S. officials briefed President Zelensky on the Moscow talks and the summit proposal this past Friday. Reports indicate that Zelensky expressed support for the meeting; however, Vladimir Putin has historically rejected such proposals. Former President Trump described Ratcliffe's trip as a standard procedure, denying claims that it served as a warning against attacks on NATO territory. The administration has explored similar diplomatic avenues in the past, but current progress remains contingent on Russian willingness to engage in the suggested dialogue.
